arohanui, the explanation says "mail," not specifically letters. A lot of packaging padding has a texture and/or appearance similar to cotton or cotton balls-- foam "peanuts, " for example

I didn't know the word or the phobia. I reached to the right answer through the piece "globo". Latin or greek are always the key to understand this kind of words. Well, I knew a man that was afraid of birds. Once a bird came closer to the office's window and all of a sudden he became frantic.

Player #53553731, my husband doesn’t “fear” them but he can’t stand to touch them. The feel of them makes his skin crawl. He has no problem opening the mail, not quite sure how the two are related. Ironically blood , guts, mucus etc doesn’t bother him in the slightest.
