Permanent marks made on the body using needles to inject ink is called what?

I've always told my children, "a tattoo is like graffiti on a temple". Only one listened. :(

I have seen some people with only tattoos on one arm. the other arm is free of tats. does that signify any thing?lt seems uneven. lf I put tats on one arm would even it out and put a tattoo on the other arm.
