Caesar was the head of the Roman Republic. Although it might have been an Empire in everything but name, the Republic was never referred to as such until long after Julius Caesar died.

Cesar didn’t delcare himself dictator. It was the senate (who obviously was composed of his yes men) who gave him that title. Also, it was initially for a period of 10 years, but soon after, he was declared Dictator in Perpetuum, or forever. This last action was what prompted his assassins to murder him.
