Which country owns the Shetland Islands?

Popplewick, Scotland is, but the Orkney and Shetland Isles dont consider themselves part of Scotland. Very different culture and customs (no kilts or bagpipes) and closer links to the Vikings. Many times I have heard residents say if Scotland gains independence they will ask to separate, and maybe join Norway. Would even join with England rather than Scotland which has no respect and gives no support to their " differences".
