The answer description is strange. An ohmmeter applies a small test DC voltage across the circuit, measures the current, and gives R = V/I . Resistance is measured across a component or circuit. Ohms law only applies to linear V, I things, most conductors, metals. I only use mine for two things: testing for open/ short circuits through coils, motors, transformers or a capacitor; testing a resistor component against its stated resistance. I am afraid my explanation is not more clear.
