Kris, 1991 when the child fell was a whole different era, child safety wasn’t as rigorously pursued as they are now. If I’m not mistaken children were even allowed to ride in the back of pick up trucks. Connor’s death and those of other children inspired the changes in window safety that you see now.

Kris, I thought the same thing when that happened. It was so terrible and I remember thinking how did that little boy get anywhere near a window on the 53rd floor? Where was everyone, why wasn’t a four year old being watched all the time.
