Which term describes water naturally held in rock and soil?

My son is a certified well driller so these terms are very common to me.

we need groundwater yet in some places groundwater has been pumped dry or so extremely low that it's not only affecting the water supply for residents of the areas but creating hazardous conditions such as risks of cave ins etc
