Olina152912, The Chinese government is largely to blame. They make ineffective token gestures, but they could wipe out most of the trade if they blocked imports and prosecuted carvers. But they dont care about animals if they have a thing they want. ((Vietnam is as bad). On the other hand a person who kills a Giant Panda can face the death penalty. Why? Because _they_ bring huge sums of money to the country.
