As a teacher, I think this theory could be fact. I see proof of it in every school and classroom.

I used to confuse two ideas : one, the above, if there is an badly preserved building, breaking another window does not seem so bad. two in Austrian economics: the job creation idea is bad, that breaking a window supplies jobs, and is good, is not a sound idea. After the glazier has repaired the window, no-one is better off.
