In what year did the United States first officially establish June 14 as Flag Day?

The first Flag Day observance was in Waubeka WI in 1885 when schoolteacher Bernard J. Cigrand had his students write essays on the flag. The one room schoolhouse still stands. Annual celebrations were held every year since 1946.
