Who wrote: "Oh to be in England now that April's there,..."?

I was born in April, and this is my favourite poem. I first heard it recited by my now-deceased MiL, whose soft and gentle Devonian accent gave the poem a beautiful countryside kind of charm. I vowed to learn it, and always recite it first thing, on the morning of my birthday (4th).
