A cat's tail flicks when it is what?

needs more info about frequency, speed, distance moved, strength of the wag. cats move and flick tail for a variety of reasons.

I remember from somwhere that if a cats tail wags, stay away, if a dog's tail wags , come play, love both animals , cats take care of themselves, dog's can be very dependent , both r cool:)
