Which civilization established the Code of Hammurabi?

Today, there is a strong prejudice against the Ancient Romans, probably because of early Christian and Jewish writing. Hamurabic law, while a millennia or two before Roman times was much worse. In Rome a small thefts, you paid back with compensation or whipped. Most ancient people would cut off a hand, exile you (close to a death sentence) or similar.
