Which of these weather conditions is the coldest?

Sean, I think they were talking of consistent cold, snow is always cold. But wind on a hot summer day feels like being in front of a blast furnace.

I have read that hail is colder than snow. that makes sense to me, because snowflakes are open, airy things, but hail is solid balls of ice.

Most of the time wind is the coldest! Ain't so?
