He created the crisis, though he was probably bred for it by his Grandfather Wilhelm I. He used the assassination of Austria's crown prince to start war to make Germany a great power. Von Bismark was the genius statesman, who's negotiations united all the kingdoms of Germany. I don't think Otto anticipated the direction Germany took under Wilhelm II. 53. million people died in WWI.
