it is both refraction and reflection. The water drops are spheres the rainbow is a result of 'total internal refraction' . it happens at an angle such that the refraction , angle change, at the first surface means that at the back of the sphere the light is reflected back. Then refracted as it leaves the spherical water droplet.

Last year and this year I saw a lot of rainbows. I like rain. I prefer over hot and windy weather. In the Bible a rainbow was God’s promise to Noah he would not flood the earth again.
