Littlebit, I agree, but as famed jurist, Blackstone said; ""It is better that ten guilty persons escape than that one innocent suffer." In this case, I'd reluctantly say better for each case to be considered than for perceived nuisances to be summarily discarded, because a few of them will probably be legitimate. I doubt his get more than a brief look by a law clerk.
