It was built due to the Roman army being unable to conquer the Picts. The Picts would get naked, paint themselves blue and run screaming from the trees to attack the orderly columns of the centuries and it scared the Romans half way to death.

Mari, not necessarily so, the Picts were known for doing lightening raids on the Roman settlements, they had a turn over of troops & officers as they were always on alert, as the Picts were the first documented users of guerrilla tactics..
