Good thing they didn't make Washington D.C. one of the choices, it could have confused me into thinking they were referring to the lowest moral elevation.

Census shows Death Valley had a population of 432 as of 2017. As for the why: who knows why, but not all of Death Valley is 282 feet below sea level. It is surrounded by mountains parts of which are included in the valley statistics.
