What does tow headed mean?

I’ve never heard this phrase before!

I recall in the 80's while we were vacationing in Mexico - the shopkeepers came out of their shops to touch our son's hair. His light blonde hair was a rarity there.

Paige, my daughter was so cute as a baby that I really guarded her face when we were out in public, like grocery shopping. All these people kept walking up trying to touch her; really teeing me off. Even President Carter thought she was the cutest thing he’d ever seen. He held her in a picture we took at Plains.

Paige, he’s the only president and would ever let touch my daughter. I sure wouldn’t let the current one do it.

We used this term where I grew up, Manhattan Beach, CA, as it often referred to blondes whose hair color was due to the salt water in the ocean. It was supposed to be a reference to their time spent surfing daily.

Sounds like hazel from the show bunk'd she has such light blonde hair that it looks almost white!! so she's a towhead definitely!!
