The Victoria Cross is for members of the Commonwealth not just the UK. There have been VC recipients from Canada, Australia, NZ, and I'm sure other Commonwealth countries too.

Up until 1918, the ribbon for any recipient in the Royal Navy was blue. This was abolished, when the RAF was formed, in favour of the standard crimson colour used today for all services.
