Who are the Recces?

About one year ago, I tried to post a question but it become so difficult that I gave up. One of the requirement was to attach a proofing link for the answer but wikipedia and a few of other sites were excluded. That question was about the movie "The fifth element" and all the sites where I could read about it were excluded.     That's my story and now I find this question with explains taken word by word from wikipedia. It seems like this is a really american style site. Some may some may not.
