NTSC is the transmission standard used first in which country?

Dorania, When I took a video course years ago, NTSC was referred to as Never Twice the Same Colour.

Mahan-da-man-Dan, SECAM (used in France and Eastern European countries until 1990s) had much better colours than PAL, but PAL was still better than NTSC.
