Toronto definitely doesn't have a tunnel like that but Montreal does (under the St. Lawrence River)

BigEmpire27832, yes, it’s the Detroit/Windsor Tunnel. The only tunnel connecting international travel by automobiles. As a kid, I drove this tunnel with my parents several times.

I could have sworn there was also a Holland Tunnel that connected to Canada from Michigan. I was very small at the time, so I could be mistaken, of course.
