Who invented an instrument to detect ionizing radiation?

The device would not be usable without the use of amplification by electron cascading. One incident radiation particle will only scatter one electron (not really true). Without using amplification these would not be electronically detectable. The Geiger Counter uses a thing, something like an old cathode ray tube to amplify the signal.
