Player #32324647, the answer does imply he invented it as "it's a version of the INVENTOR'S last name", however the explanation goes on to explain that he bought the patent. To add a bit more detail, he bought the patent from László Bíró who patented the first commercially successful ballpoint pen which had been invented about 50 years beforehand by John J Loud from Massachusetts.

Also, a Bic pen was very effectively used by Matt Damon in the film, The Bourne Identity. (I would advise doing same only under most extreme circumstances.)

Ballpoint pens are okay but I much prefer a good fountain or gel pen.

That Cøunt, Ray Bumpkin, my 1st ball point pen was a Biro, and looked like a fountain pen, but I wasn't allowed to use it in school.
