What property of honey allows bacteria not to grow in it?

"... bacteria do not have enough water molecules to reproduce in." This doesn't sound right. It is the osmotic pressure.

Bees make hydrogen peroxide, which is what protects the honey from bacteria. I never heard of it being due to supersaturation of sugars. I believe the answer given is incorrect.
