Clidge, Sometimes in Asia, large sections of a city are built (complete with buildings and infrastructure) before anyone is allowed in. That might have been the case with this photo.

17 million people in this city and yet there’s no people or cars in the picture. Is this just a model? Don’t they have a current picture of the city?
