Apparently this is an Irish tradition, going back centuries. It sounded familiar because of the American comic strip, "Lil Abner," where on "Sadie Hawkins Day," in November, single women could get a husband this way. Some American schools developed a Sadie Hawkins inspired tradition, where females could invite males to a dance or the prom. I don't know how common it is today.
