What garden device did Edward Beard Budding invent in the 19th century?

I just think Budding is a marvellous name for someone who invented a gardening implement.

Finally someone to blame for all the wasteful, polluting and noisy lawns. I now have a name to curse along with calling my neighbors "Lawn Nazis".
