However, many southern states still made it difficult or flat out ignored the law.

Native Americans couldn't vote for a long time,too, although I'm not sure of the time enough to state. They weren't even citizens until the '70's.

Initially, the right to vote was an entitlement only white, male, landowners had. Eventually the ownership of land was dropped but gender requirement didn't change. Each family got one vote, but that view changed to the vote being the ight of an individual. Only about 100 years ago did white women get the vote.
